BCSE and Council of Republic discussed legislative incentives for developing IPO market and introducing new financial instruments

On July 2, 2026, a working meeting took place at the Belarusian Currency and Stock Exchange (BCSE) between Andrei Aukhimenia, BCSE Chairman of the Board, and Alexei Vasiliev, Deputy Chairman of the Standing Commission on Legislation and State Building of the Council of the Republic of the National Assembly of the Republic of Belarus.

The participants discussed key areas for the development of securities market legislation, taking into account socio-economic development priorities and objectives related to ensuring the economic security of the Republic of Belarus.

The parties reviewed proposals for harmonizing national legislation in the financial sector, creating conditions to expand the range of exchange-traded instruments, and developing mechanisms to attract investment via exchange infrastructure.

The discussion focused on the following areas:
• improving the legal regulation of the trading of financial instruments;
• developing mechanisms for initial public offerings (IPOs) on the domestic market;
• encouraging issuers to enter the organized capital market;
• creating conditions for the trading of innovative financial instruments while balancing the interests of the state and market participants.

“The development of the national stock market is impossible without a modern and flexible legislative framework. We are grateful to the Council of the Republic for its attention to exchange infrastructure issues and are ready for further constructive dialogue on creating conditions that will enable Belarusian companies to actively raise capital through the exchange,” noted Andrei Aukhiminya, Chairman of the Board of the Belarusian Currency and Stock Exchange (BCSE).

The parties emphasized the importance of interagency cooperation in preparing legislative initiatives aimed at enhancing the transparency, resilience, and investment attractiveness of the national financial market, and reaffirmed their mutual interest in continuing their joint work.
